Structured involvement of people or groups who influence or are affected by AI. Engagement improves requirements, reveals harms, validates assumptions, and strengthens legitimacy of governance decisions. Evidence may include consultation records, review comments, design changes from feedback, and documented rationale when concerns are not adopted.
