An individual or group whose rights, opportunities, access, safety, privacy, or treatment may be influenced by an AI system. Considering affected people shifts governance beyond internal operational risk. Identifying affected persons early influences transparency, consent, challenge mechanisms, fairness testing, impact assessment scope, and human oversight design.
Patients reviewed by the Optum risk-prediction algorithm were affected persons whose access to care management programs was reduced due to documented racial bias (Obermeyer et al., Science 2019).
Job applicants screened by HireVue's video interview AI were affected persons whose hiring chances depended on the model, leading the EPIC privacy group to file an FTC complaint in 2019.
