Governance and Compliance
Any person or organization involved in the AI lifecycle, including developers, providers, deployers, users, auditors, data owners, procurement teams, and affected stakeholders. Mapping actors helps clarify responsibilities and handoffs because obligations and controls differ for providers, deployers, integrators, vendors, model owners, users, and people affected by outputs.
The NIST AI RMF defines AI actor categories spanning Test, Evaluation, Verification and Validation teams, system operators, third-party providers, end users, and impacted communities.
The EU AI Act distinguishes legal roles of provider, deployer, importer, distributor, and authorized representative, each with specific Article-level obligations.
OECD's AI System Lifecycle framework identifies AI actors across Plan and Design, Collect and Process Data, Build and Use Model, Verify and Validate, Deploy, and Operate and Monitor stages.
