Governance and Compliance
Potential effects on rights such as privacy, non-discrimination, access to services, freedom of expression, human dignity, and due process. High-impact AI uses should explicitly evaluate these risks beyond legal review, considering who is affected, how decisions can be challenged, and whether safeguards work for vulnerable groups.
EU AI Act Article 27 requires Fundamental Rights Impact Assessments (FRIA) for public bodies and certain private deployers of high-risk AI before first use.
The Charter of Fundamental Rights of the European Union grounds FRIAs and includes rights to dignity, non-discrimination, data protection, and effective remedy.
The Council of Europe Framework Convention on AI (opened for signature September 2024) explicitly grounds AI governance in human rights, democracy, and the rule of law.
