An organization or person that develops an AI system or general-purpose AI model, or has one developed, and places it on the market or puts it into service under its name or trademark. Provider status can create significant documentation, risk management, quality management, monitoring, and regulatory obligations even when another party deploys the system.
OpenAI is the provider of GPT-4 and GPT-4o under EU AI Act terms, with associated GPAI obligations effective from 2 August 2025.
Anthropic is the provider of Claude, a GPAI subject to documentation and transparency obligations under EU AI Act Article 53.
An enterprise that substantially fine-tunes an open weights model and rebrands the resulting system can be reclassified from deployer to provider, inheriting heavier obligations.
