The knowledge and skills needed for people to use, oversee, procure, or govern AI appropriately. Literacy should be role-based: executives need risk and accountability fluency, users need safe-use rules, developers need technical controls, and auditors need evidence expectations.
Article 4 of the EU AI Act, in force since 2 February 2025, requires providers and deployers to ensure a sufficient level of AI literacy among staff dealing with AI systems.
Finland's Elements of AI free online course, developed with the University of Helsinki and Reaktor, has trained over one million participants on AI fundamentals.
The UK government's AI Skills for Business Competency Framework (2024) defines five maturity levels of organizational AI literacy from foundational to expert.
