Safety and Alignment
Highly capable AI at or near the leading edge of current development, often with broad general-purpose capability, rapid improvement potential, and uncertain downstream effects. Governance focuses on severe misuse, autonomy, systemic impact, and pre-deployment evaluation. For most enterprises, the issue is not only developing frontier AI but also safely procuring, integrating, and depending on frontier-model services.
The Bletchley Declaration (November 2023) signed by 28 countries and the EU recognized frontier AI as a category requiring international coordination.
The Frontier Model Forum, founded by Anthropic, Google, Microsoft, and OpenAI in July 2023, is the industry body focused on frontier AI safety.
The UK AI Safety Institute, US AI Safety Institute, and the Seoul AI Safety Summit (May 2024) Frontier AI Safety Commitments are key frontier AI governance initiatives.
